STUDENT’S RIGHTS |

According to the University Regulations the students at the University have the following rights: Attendance policy and probation Art. 24. The students can be absent from classes: 1. in the event that they have received a written consent by the head of the corresponding unit for participation in cultural, sports and other events; 2. in the event that they are members of collective executive organs or commissions ordered by the rector and have been representing official university function. An excuse shall be submitted by the chairman of the organ or commission. Art. 25. (1) A student who hasn’t attended more than two seminars and lectures does not qualify the respective course of study according to the attendance policy of the University. (2) If the student hasn’t attended more than two seminars, they have to submit an excuse. Makeup work, homework assignments and tests must be scheduled before the end of the semester. The assistant- professors in the course of study shall assist in this obligation. Art. 26. (1) If the student has failed attendance only in one course of study, the student can be placed on probation. For the whole period of study only one probation is permitted. (2) The student on probation shall substitute all tests and homework assignments for the respective subject till the end of the next academic year.
Course Suspension
Art. 27. (1)Following the established rules, the student has the right to suspend his studies for a one-year term: 1. in the event of pregnancy or maternity documented appropriately ; 2. in the event of sickness, certified by a physician; 3. family issues or unusually demanding reasons; 4. in the event of prolonged absence from the country (refers only to students having completed their first-year course of studies); 5. in the event of transfer to colleges or universities abroad. (2) The student shall suspend his studies for one-year term in the following events: 1. attendance failure; 2. attendance less than 50%, regardless of the situation; 3. cheating at exams; 4. if they have been placed on probation and has failed to qualify the requirements for makeup missed assignments in the course by the end of the following academic year; 5. failing to register up to 15 days subsequent to the beginning of the semester; 6. failing to pay their education fees by the end of the semester. (3) Course suspension follows the established rules. For events described in paragraph 1 the rector issues an order subsequent to a student’s appeal. For events described in paragraph 2 a report by the head of the respective unit is required. (4) for the whole duration of the education course the suspension will be for no more than a one-year term in events discussed in paragraphs 1. 3 and 4, and paragraph 2.12,3,4,5; for no more than a 3-year term for events under the provisions of paragraph 1,5; and for no more than 5 years for events provided in paragraphs 1.1 and 2. (5) suspended students are to earn the credits for the semester for which they have failed attendance. They have to pay the semester fees and have to do all the course assignments for which they haven’t taken exams. (6) suspended students will not lose their students’ rights. They follow their schedule of classes of the course they have registered following the suspension.
Transfer
Art. 37. Students are recognized the right to transfer to another faculty, choose a different speciality or another educational establishment (including establishments abroad) as well as form of study course. Art. 38. (1) Transfer of students from one speciality or form of study course to another is to be conducted on the condition of a successfully completed academic year and no later than the start of the following one. (2) Matters concerning the transfer shall be directed to and decisions made by: 1. the dean, if the speciality in question is in the framework of the same structural unit; 2. vice-rector-in charge of academic affairs after close coordination with the heads of both units, provided the speciality in question is in the framework of another structural unit; 3. vice-rector in charge of academic affairs if the transfer concerns different forms of course study. (3) Students applying for transfer will submit an appeal form (necessary documents enclosed) to the person in charge at the Office of Student Affairs no later than two weeks before the start of the semester. Art. 39.(1) For transfer to or from another college or university, the graduates and post graduates appeal to the rector. The appeal is to be filed at the Office of Student Affairs. (2) Upon receiving transfer permit, a general grade reference is to be issued, which certifies the earned credits. (3) Upon registering, transfer students from another college or university shall submit a general grade reference at the Office of Student Affairs, unless otherwise indicated by the Academic Council. Art. 40. The course of study, substitution exams etc, shall be established by the head of the respective structural unit. Art. 41. Unusual situations are solved at the discretion of the rector.
Extra facilitations and benefits for graduates and PhD Art. 42. (1) students with 70% disabilities, war-disabled and orphans or children brought up in social-care institutions until they have reached 18, are exempt from education fee. (2) Students with disabilities, orphans, mothers of under 6-age children, mothers of many children and those with permanent health damage pay only 50% of the due semester fee, if the monthly income per family member accounts to one average minimal salary. (3) The students under paragraphs 1 and 2 are entitled to the following facilitations with authorization by the head of the respective academic unit: 1. they are entitled to free-schedule sessions; 2. 50% attendance of the course schedule; 3. attend part-time study courses. (4) in the event that both parents of an under-6 age child are students, they have to submit a written notice to the head of the unit indicating the beneficiary. (5) Graduates entitled to facilitations under paragraphs 1 and 2 are obliged to certify their social standing documented appropriately on an annual basis. (6) The doctoral students will be exempt from tuition fees for the last two years of their study.
Accelerated Bachelor’s and Master’s Degree Programmes Art.43. (1) Graduates and doctoral students shall be able to graduate ahead of schedule. (2) Students who have accumulated all required credits for the prior academic years and have achieved average grade total of at least “very good” 4.50 for the previous year The head of the respective academic unit will revise and establish a new course schedule, provided the student wishes so. |
